In order to promote high-quality development of campus football in our country， this paper tries to exploit the successful experience of Japanese campus football through research on the development process and cultural construction of Japanese high school football championship by means of literature method，expert interview method and logical analysis method. The results show that the development of the Japanese high school football championship has gone through four stages：budding and start-up，development and change，nirvana and rebirth，and prosperity. It has built a material culture with multiple guarantees，an institutional culture that promotes development，a spiritual culture that inherits national traditions，and a behavioral culture of extensive support. It gives new enlightenment for the sustainable development of campus football in China.
