Balanced development, shared development of public service is the inevitable trend in the development of China's social and public service. With the restriction of the "dual system" structure between urban and rural areas, China’s rural public service has lagged behind for a long time, affecting the overall development of the rural society. Under the concept of Shared development, improving the rural public service level, is an important measure to improve the quality of rural life. This paper takes Jining as an example, analyzes the shortage of rural social public service and come up with suggestions to solve the problems such as single problem, low utilization rate.
