To perfect the quality assurance and monitoring system and to control the process of personnel training，the paper constructs the quality assurance and monitoring system from“Industry，enterprise，school，and students”sides which based on the feature of electronic commerce major in higher professional education；the personnel training mode of the combination of working and learning in electronic commerce major；the integration of School-Enterprise in e-commerce practice teaching mode and curriculum standard；the evaluation and monitoring of the talent quality on the combination of working and learning and so on.
