    摘要:

    我国目前存在较为严重的技工荒现象,其具体表现形式为技术工人技术水平结构失衡、工种配置结构失衡、年龄结构断层、地域分布结构失衡。技工荒成因有社会价值评判体系存在片面性、技工劳动力供求之间信息不畅、福利性因素的影响、主观因素造成流动性偏大等。在此背景下,政府应该在坚持市场机制调节的基础上,充分发挥导向和服务职能,加强政策倾向,深化改革,在全社会范围内深化多元价值认同,建立科学技能评价体系。

    Abstract:

    At present our country has a shortage of skilled mechanics, the concrete forms of it are the technical workers technical level structure being unbalanced, the kind of work in factory disposition unbalanced, the age bracket for works and the region distributed unbalanced. The causes of mechanic shortage include that judgment for social value system existence is biased, the information between mechanic labor force supply and demand is impeded, and the welfare factor. In this context, the government should,on the basis of market regulation mechanism,give full play to its guide and services functions, then strengthen policy orientation and deepen reform, make the whole society establish the right pluralistic-values-agreement and skills evaluation system.
