In this article, we elaborated the economic characteristic and mutual relation between the airlines and the airports, analyzed why they conflict each other, we put forward constructive opinions and adviees about how to deal with the mutual relation between the airlines and the airports; how does the govemment exert its supervising function; how to get double wins development; and how to make the civil aviation industry larger and stronger.
