The newly-built local universities not only can’t copy the research talent training model of old university，but also can not simply define the training objectives as job-oriented or employment-oriented type like vocational colleges. This paper puts forwards the point of view that to build up the management talent training program by forming a group of vocational skills courses，and makes discussion from the aspects of the necessity， operational methods，protection measures，etc.
