In the year 2004,Ningnan county,together with 57 other counties in Sichuan province,witnessed the end of an over-2600-year agricultural tax.With this policy,rural productivity is dramatically released,farmers are overjoyed,and a series of policies that support agriculture and benefit farmers made farmers even more excited.Under this circumstance,a handful of township leaders are neglecting the administration of farmers'burden,thus new problems arise.By thorough investigation and analysis,the author has come up with some coutermeasures.
