This paper analyzes the current situation of the construction of community sports culture in the urban and rural areas in Anhui province. The results show that the construction of material culture, the funds for the construction of community sports culture is mainly provided by sports lottery welfare fund and government appropriation of administrative departments. Community sports venues, facilities and utilization situation are not optimistic, and the lack of professional sports instructors restricts the community sports culture construction of URIA in Anhui province. In the aspect of institutional culture construction, there is no management organization for special community sports culture construction, so the community sports development planning does not realize which causes community sports activities unorganized. In the aspect of spiritual culture construction, community residents have no full understanding of community sports function, and community residents have a strong desire to participate in community sports activities. This paper is to put forward some countermeasures of URIA community sports culture construction in Anhui province from the aspects of increasing the proportion of government financial input, strengthening community sports talents training, and reinforcing the promotion of positive sports ethics
