Deepening the reform of innovation and entrepreneurship education in higher education institutions, cultivating talents’ innovative spirit, entrepreneurial awareness, and innovation and entrepreneurship ability, and fully integrating innovation and entrepreneurship education into professional education have become a hot and difficult issue commonly faced by universities. This paper takes the provincial first-rate undergraduate program development site of Business Administration at Xichang University as an example, and closely focuses on the striking problems of business administration education, on the strategic needs of rural revitalization, on the distilling of characteristics, and on the education goals for local economic development in ethnic regions. We deeply explore ideological and political elements to promote the development of courses with ideological and political education functions. We actively promote education and teaching reform, and push forward the development of first-rate undergraduate business administration program through integration of specialization and innovation, and support college students both in knowledge and aspiration, so as to improve the quality of talent education in business administration in ethnic regions.
