Based on the input(incentive), internal, external and output（response）factors, this paper explores the formation and changes of sports lottery ticket consumers in the southwestern region by applying the methods of questionnaire and literature review. This paper also analyzes the consumers’characteristics and current market situation. Several countermeasures and suggestions are proposed to solve the existing problems.
