Abstract:Suihua City in Heilongjiang Province belongs to economically underdeveloped rural regions and faces many problems in the course of urbanization. Nineteen evaluation indexes from the three aspects of economic development, social security and ecological environment are determined for the analysis of the new urbanization level in Suihua city and thus advices can be made for this prefectural city's sustainable development. The entropy method was used to determine the index weight, and scores are obtained from calculations by using a new urbanization index model to judge the new urbanization level in Suihua city. The results show that, from 2010 to 2016, the new urbanization level in Suihua was shifting from poorly low to excellently high, and the urbanization levels varied significantly among counties and county-level cities, with county-level cities of Zhaodong, Anda and Hailun at a higher level, counties of Suiling, Qingan, Wangkui and Lanxi at the middle level, and counties of Mingshui and Qinggang at a lower level. The overall urbanization level in Suihua city was rising and facing a brighter prospect. The major factors restricting the new urbanization in Suihua remain to be the level of economic development and infrastructure construction. Therefore, with respect to underdeveloped rural regions, it is suggested that a path of developing characteristic cities and towns should be followed.
