Abstract:As a new industrial form, "Internet + " changed the traditional business mode increasingly and brought unprecedented challenges to survival and development of small-sized enterprises.“Human Resource Outsourcing” emerged under this circumstance and its emergence can help small-sized enterprise to improve its core competition. However, since human resource outsourcing is still in the initial stage, and affected by the internal and external environmental factors, there are many risks in the implementation process. This paper studied a certain small enterprise in Dalian as the research sample by fuzzy evaluation method, used human resource outsourcing SWOT analysis, and put forward specific strategies to avoid the risks of human resource outsourcing of small-sized enterprises, so as to provide theoretical guidance and reference for small-sized enterprises in the reality of human resources outsourcing.
