"Wan-Kai-Yun" section includes Wanzhou district, Kaizhou district and Yunyang county. The section, located in the upper reaches of the Yangtze River, is an important part of the Yangtze River economic zone. This section has the most potential and the best condition for development in Ecological Conservation Development Zone of Northeast Chongqing. As the three cities are all along the Yangtze River, the section will be analyzed as a part of the economic belt. Considering the industry status quo of "Wan-Kai-Yun" economic belt along the Yangtze River and existing problems, some suggestions are put forward from the mechanism of the system, land planning, industrial layout, financial security, infrastructure and follow-up development.
