Reform of forest right is the process of the game among the stakeholders who look for maximizing their own interests. Based on the game theory, the game model was built on between the three main parties-the government, the woodland transferor and woodland transferee. By analyzing, the results showed that, the three main parties should innovate transfer mechanism actively, strengthen the communication among the stakeholders, and innovate the operation and management modes in order to promote the circulation of the forest land.
