This paper analyzed the factors that resulted in the intergenerational transmission of poverty in the family level，such as economics，politics，society and culture，which shows that the factors caused this problem，one is due to the society，and the other is the family itself. Therefore，the society and the family are supposed to work together in order to make those offspring from the poor family have the ability，the means and the opportunity to shake off poverty
