公共图书馆获得社会认同的途径之一,是零门槛准入制度的设计与推广。不同的制度设计将会产生不一样的运行后果,公共图书馆免费开放也一样。充裕的经费保障、健全的法规护航、积极的自我调整,提高服务质量,都成为图书馆零门槛设计和免费开放顺利实施的关键。
