By analyzing the present situation,characteristics and problems of Mianning land utilization in 2009,this paper puts forward some countermeasures to strengthen Mianning land utilization：vigorously carry out land reclamation and increase the effective area of cultivated land;strengthen land conservation and improve the ecological environment;optimize land use structure and improve land use ratio;and strengthen dynamic monitoring of land use.
