Considering the misoperation cannot be avoided completely in the substation,this paper takes the point that human beings' effects in substation should be weakened through the analysis of substation risk elusion strategy.Staff is a random variable in substation safety factors,and therefore,substation can be in the long-term safe-run state only by applying hardware methods such as the microcomputer,basic misoperation-proof lockout device or some other sorts of measures for misoperation.
