Reform is the source of strength for development. In order to achieve developing objectives, there must be breakthrough in reform. We should approach the question from five aspects: first, we must have a clear understanding of the situation; second, we must be fully aware of the difficulties and problems and find solutions; third, we must lay emphasis on important and difficult areas; fourth, we should further the reform in a market orientation and provide strength to the reform; fifth, we should strengthen the leadership and organize the reform carefully.
